Thank you to all nominees for their willingness to serve the Diocese in this group, and to those who forwarded suitable nominations. Thanks to that willingness, Standing Committee members were able to review a pleasing number of suitable nominees, consider the requirements and balance of the group, and have resolved to appoint the following:

Structural Review Group

Name: Structural Review Group

Accountable to: The Synod and the Standing Committee of the Diocese of Christchurch

Vision: To prayerfully consider, review and recommend the future shape of the Diocese of Christchurch giving glory to God and a sure foundation for the future.

Primary Objective & Purpose: the purpose of the Structural Review Group is to provide to the Synod and Standing Committee of the Diocese a draft proposal to re-structure Diocesan Ministry units, in accordance with the Strategic Plan, into a new Diocesan map.

Function: To report its findings and recommendations and provide a draft proposal to the April 2013 Synod by:

1 carrying out a review of work done to date by the Strategic Working Group

2 evaluating work done to date by archdeaconries and ministry units throughout the diocese

3 working with the re-structuring / change management consultant appointed by the Diocese

4 working and consulting with archdeacons and mission and ministry units both clergy and laity

5 consulting with senior staff of the Diocese and Church Property Trustees as required

6 considering all the parameters and scope of the work including finances, faithful stewardship, buildings and property, effective mission, opportunities for outreach in new subdivisions

7 reporting monthly to the Standing Committee of the Diocese of Christchurch on progress

8 providing objective, practical, pastorally sensitive and mission centred consideration to work undertaken throughout the Diocese.

Membership:

Number 6, including the Bishop

Appointed by Standing Committee from nominations

Co-opted if required

Length of Term – to 1 July 2013 with possibility of renewal if required.

Meetings:

Frequency –fortnightly but initially weekly meetings may be required

Recording – minutes are to be kept and forwarded to the Diocesan Manager

Reporting – regular monthly reports to be forwarded to Standing Committee

Appointment of Chair:

Bishop or her delegate

Stakeholders:

Diocese, parishes, Church Property Trustees, Church Leaders, ecumenical partners, Anglican Care, Mission Team, Schools and Chaplaincies.

Role of the Committee

Scope – to make enquiries, research, obtain and keep data for the purpose of the work; to maintain confidentiality and to value and understand the needs, expectations and concerns of the various stakeholders in the Diocese and treat them with respect and integrity

Limits of authority – the committee is delegated the power to investigate, evaluate and make recommendations to Standing Committee and the Diocesan Synod but does not have any decision-making powers

Review of Terms of Reference – if required by Standing Committee or requested by the Group. (Note: included to give Standing Committee the option of any amendments which may be seen as required during the term of the group.


Diocesan Statute or Regulation pertinent to Committee:

To have regard for, and comply with:

- The sub-committee’s role as an appointment of the Standing Committee as requested by the Diocesan Synod of September 2012

- All relevant Diocesan regulations including those pertaining to parish boundaries, buildings, clergy positions and the structure and organisation of the Diocese and entities therein.

Communications:

Lines of reporting: Bishop; Standing Committee; CPT

Provide the Communications Officer with raw material for weekly up- dates to the Diocese (as requested by Synod)

Other committees this committee relates to include Diocesan Finance & Audit Committee; Archdeacons

Resources required including:

Secretarial support and assistance regarding finances of parishes/ministry units and Diocese

Strategic Working Group materials including information on new subdivisions

Contact details of key people

High-level information on:

1. parish boundaries

2. maps – existing and new subdivisions; CCC maps on population movements; demographic trends

3. building stock

4. data on earthquake prone buildings as available

5. parish finances

6. current cost of supporting stipended ministry

7. liaison with Diocesan Accountant

8. Data on parish attendance and analysis

NOTE: Two other groups will be commissioned to

1. oversee the implementation and communication of the emerging proposal and

2. oversee the financial implications and requirements of the proposal
