Church Property Trustees


Church Property Trustees (CPT) holds and administers the property and investments of the Anglican Diocese of Christchurch. It does this in accordance with an Act of Parliament—Anglican (Diocese of Christchurch) Church Property Trust Act 2003.

About CPT

Church Property Trustees [CPT] is a unique organisation within the Anglican Church in Aotearoa, New
Zealand and Polynesia, in that it is a separate legal entity created to “hold and administer” the assets
of the Diocese – as opposed to assets being held and administered directly by the Diocese as is usual.

Trust Administration

CPT’s role is to act as Trustees for multiple trusts.  These include properties, funds, gifts, bequests, and the Estates.  In this role, CPT must ensure trust assets [typically property and funds] are used for the purposes of the various trusts it administers.  In certain circumstances trusts can be varied using the provisions of the Anglican Church Trusts Act 1981 [this can take two years or more to complete].

Property

CPT administers the property portfolio of the Diocese property portfolio. This includes:

  • Approximately 125 Churches
  • Approximately 100 Halls and ancillary buildings
  • Approximately 61 Residential properties [including vicarages]

The team’s role includes:

  • Managing insurances
  • Regulatory compliance [Central/Local and Diocesan]
  • Sale and Purchase of properties
  • Administration of leases
  • Assisting parishes with major repair, maintenance, or building projects
  • Conclusion of the earthquake recovery programme

Finance

CPT administers estates, trusts, and the financial investments of the Diocese. This role includes:

  • Administering the Bishopric and Dean & Chapter Estates, and the General Trust Estate
  • Regulatory Compliance [Central Government and Diocesan]
  • Investment Funds administration and management
  • Trusts administration
  • Various Management Accounting and Financial Reporting

Christ Church Cathedral Reinstatement

The Diocesan Synod 2017 approved the project to reinstate Christ Church Cathedral.  This project is being undertaken by a fully owned subsidiary of CPT – Christ Church Cathedral Reinstatement Limited [CCRL].

The project is currently paused due to a lack of available funds.

A sub-committee of the Board – Committee for Audit, Risk & Finance – oversees financial and other risk management tasks as well as investment of funds held on trust.

Day-to-day property, financial and investment management is undertaken by the Team which administers the 250 buildings of the Diocese, Trust Estates, and other trust monies held for investment.
